JOB TITLE:           Chief Traffic Engineer

LOCATION:           Chicago, IL

DESCRIPTION:  The Chief Traffic Engineer is responsible for engineering services for the planning, design, operations, construction and maintenance of transportation infrastructure in accordance with the client’s policies and procedures. The position will lead the TranSmart Traffic Group, coordinate with the other TranSmart Chief Engineers, and support business development that leads to new growth. In addition, this position will be responsible for the quality review of estimating cost, planning, design, and preparation of plans and special provisions of the group. The successful candidate will have a network of transportation connections and regional expertise in Traffic and Transportation Planning, Roadway/Highway Phase I Design, and Traffic Engineering.  This position is located and assigned to the Chicago office but will require some travel.


The candidate must possess a valid Illinois PE license and have recent IDOT and/or CDOT project management experience. Duties will be performed in both the office and in the field including significant contact with clients, residents, contractors, public agencies and private owners. Candidate must also direct and supervise field activities and staff, office engineering, inspections, surveying and act as liaison with clients/owners, consultants, contractors, design professionals and regulatory agencies.


  • Provide market analysis and clear strategic vision for the traffic group working in alignment with Atlas/TranSmart goals

  • Develop client account plans including identification of project opportunities and new pursuits

  • Assist in the development of marketing strategies for transportation project opportunities to new and existing clients

  • Support the preparation of proposals, and manage contract procedures and client invoicing for the traffic group

  • Prepare and deliver presentations that reflect TranSmart’s and Atlas’s professional services qualifications

  • Actively network and participate in professional organizations at the local, regional, and national levels

  • Provide technical expertise across our transportation consulting service areas, and support expanding those services into Atlas

  • Work cooperatively with Atlas

  • Provide leadership, training, mentoring and direction to staff within the traffic group

  • Continuous evaluation of the traffic group’s strengths and weaknesses; including, but not limited to succession planning, professional service area interests, redundant capabilities, and promote career development

  • Work closely with other department leads to support multidisciplinary projects

  • Work closely with other department leads and Atlas staff to provide work to those traffic staff wishing to follow other professional interests within TranSmart/Atlas

  • Oversee the delivery of transportation projects; the execution of creative approaches to project development and personal dedication to serving client needs with a high-quality product

  • Develop project scopes and estimates, close-out letters, and other project management documentation

  • Actively maintain project contracts, scopes, design changes, project budgets, progress reports, and project cash flow

  • Communicate with clients, agencies and internally to provide information and coordinate tasks

  • Perform administrative duties of leading the staff that are in alignment with the TranSmart Employee Handbook

  • Maintain high morale in the Traffic Group by personal attention to staff and working with other Key Leaders.

  • Bachelor of Science degree in Civil Engineering - Traffic emphasis, master’s degree is preferred

  • Illinois Professional Engineer, additional traffic/ITS certifications preferred

  • Minimum of 12 years of relevant and progressive experience on transportation/traffic projects

  • Illinois licensed Professional Engineer required

  • Other Traffic and ITS certifications a plus

  • Proven track record of successful project and client development

  • Experienced in preparing technical approaches and work plans (write-ups) to support RFPs and technical proposals

  • Project management experience on a variety of Federal, State, County and City traffic projects and contract

  • Create and maintains open and productive communications among subordinates, sub-consultants, TranSmart management, contractors, clients and the public

  • Document the progress of the work, problems that develop, and work proactively in identifying potential problems/issues and solutions

  • Experience in Phase I and traffic signal design projects with IDOT, CDOT and/or the Illinois Tollway

  • Must be familiar with computer software including Microsoft Office and BlueBeam

  • Experience with MicroStation preferred

  • Demonstrated proficiency with Microsoft Office.

  • Work is performed in a standard office environment at the Chicago office. Some field work is required for field reconnaissance and engineering services during construction. Travel is required and expected to be approximately 10% to 40% of the time worked.
